Summit County is currently seeking a dedicated and dynamic individual to join our team as an Active Transportation Planning Manager. This role entails a diverse range of responsibilities focused on enhancing multimodal transportation options, promoting safety, and fostering community engagement.
This individual will perform a variety of duties related to long-range planning, design, and project management of the Transportation Demand Management (TDM) program by improving and encouraging multimodal safety, mobility, accessibility, and comfort. Manages the bikeshare program including supervision of the bikeshare operations team, strategic planning, marketing, sponsorship, and community engagement. Supports regional multimodal transportation planning and develops, implements, and increases the use of bicycle and pedestrian infrastructure and services. Coordinates with local, regional, state, and federal transportation agencies, and supports the efforts of the Regional Transportation Planning Director. Works under the general supervision of the Regional Transportation Planning Director. Supervises the bikeshare operations team and coordinates efforts with Regional Transportation Director. SALARY RANGE: $89,297.55 – 125,162.03/annually
MINIMUM QUALIFICATIONS
- Graduation with a bachelor’s degree in Public or Business Administration, Transportation Planning, Urban Planning, Engineering, or related field from an accredited university; OR
- Master’s degree in Public or Business Administration, Transportation Planning, Urban Planning, Engineering, and/or having a American Institute of Certified Planners (AICP), or other related field or related certifications preferred; AND
- Four (4) years’ Two (2) years, if have a Masters degree) of responsible experience in urban planning, public administration, public transit operations, management, or engineering with at least one (1) year in a supervisory role; OR
- An equivalent combination of education and experience.
- Must possess a valid driver’s license.

ESSENTIAL FUNCTIONS
- Handles short and long-range transportation questions and issues daily.
- Develops and implements a TDM program with program criteria and strategies to meet tangible outcomes and reports on progress to leadership and stakeholders. Works with a variety of stakeholders to encourage and incentivize use of active transportation and public transportation. Develops grant applications for TDM programs and coordinates efforts with other local, regional, and state transportation providers to accomplish the TDM workplan.
- Manages the bikeshare program, including supervision of the operations team (Bicycle Mechanics I and II) to ensure repairs, rebalancing, and customer service meets acceptable levels of service and participates in bicycle repairs, as needed. Establishes and implements standard operating procedures and evaluates performance to ensure asset management and high levels of customer service.
- Coordinates, with the county communications team and other stakeholders, the marketing and publicity of the bikeshare program, including sponsorships, corporate memberships, advertisement, social media, outreach materials, and special events. Interprets bikeshare participation data, develops survey tools, and makes recommendations on stations, pricing, and programs.
- In partnership with the County’s traffic engineer, develops and coordinates bicycle and pedestrian components of the Summit County Long Range Transportation Plan and other planning activities.
- Participates in transportation and traffic studies and provides planning reviews related to proposed development plans and projects. Identifies challenges and solutions for improving bicycle and pedestrian modes. Assists in the coordination of community engagement often involving sensitive political issues with the community. Identifies traditionally underrepresented groups and develops approaches to better engage these audiences.
- Updates the Active Transportation plan and Active Transportation scorecard, communicates results, and identifies strategies for improving progress on key performance metrics.
- For projects and developments, presents plan aspects to the County Council, citizens, businesses, special interest groups, and governmental officials at the local, regional, state, and federal levels.
- Assists the Transportation Planning Director to manage day-to-day functions of the transportation division as directed.
- Performs related duties as assigned.
